At Alexander J. Wayne and Associates we write a very large Midwestern Pool of Cities.  Of course the largest premium component is the flood and earthquake coverages.  For many years we suspected the insurers were overestimating the exposure and therefore overcharging for this catastrophic coverage.  Many of the properties are specifically sited on hills, bluffs, and generally live at higher elevations that would preclude flood exposures.  But, how does one sell that idea to a paranoid underwriter?
