I have a Calif plastering company, currently has lapse in WC coverage since mid 2014, has had previous lapse too, business has finally stabilized to a point that lapses will be a thing of the past and they need to get WC in place in order to get their CSLB license active and fulfill contracts. When I was researching your question, I didn't know whether you needed high or low wage WC so I found a company that writes both.
