I believe that Philadelphia Insurance Co. writes direct with appointed brokers not through wholesalers or MGA...at least that's how it is in NY.
They have an alternative market Tokio Marine that they open up to wholesalers.

Yep. Same here in CA: appointed agent/brokers only. I don't think it's that hard to get an appointment. Wasn't anyway for me in CA. I've never seen any personal lines for them here in CA, though. Contact them directly, see what they want for an appointment?
