We have an account that publishes and delivers a weekly “shopper” magazine. They recently converted all their delivery people from employees to Independent Contractors. Their current Work Comp carrier said they will make a premium charge for all 1099 IC unless they can provide proof of in force WC coverage. In NE a 0 payroll or ghost policy will cost between $750 - $1,000 just to provide the certificate. We are looking for any carriers that will write a clerical and Outside Sales exposure and not also pick up a charge for the IC exposure at audit. We still have $225,000 for 8742 outside salespersons and $140,000 for clerical. The 7380 driver code was for $125,000 payroll.

Can't be done. Just because they receive 1099's doesn't mean they are not an employee. If they are hurt on the job, the policy will cover them and the carrier needs premium for this exposure. A "Ghost" policy will still pick up this exposure at audit and you will be charged.
