We are in need of a market for a contractor that repairs and installs rail on private properties for coal loading stations, quarries, and private industry.

Any ideas/thoughts are greatly appreciated.

I would also try Lamar Andrews at Commercial Sector Ins. When I looked at their storefront they had a private railroad policy, like you mentioned in your question.
It looks like their railroad insurance program fits what your looking for.
