I think Veracity Insurance Solutions, LLC might be a great place to start. They write Professional Liability in AZ and specialize in a lot of different target classes. I reviewed their storefront and couldn't see anything specific about no sublimits for TCPA or DNC violations, but I would suggest reaching out to Chris Van Leeuwen and seeing if they have a market for this.

The removal of sublimits on TCPA and DNC violations is going to be very tough for this class - though I do have a couple markets that will consider almost anything, as long as the risk is willing to pay for it and will take a "share of the pie" (meaning a large retention>.

All I do is professional liability - that is my specialty for the last 24 years.
