There are a few companies you can try. The low income/affordable housing part is a little difficult to find specifically if they can entertain. All Risks, Ltd. was the only company I could find that listed housing, but they only do mid-high income. I would recommend completing this multi-submit contact form to send your insured information to all of them. Just make sure to note in the bottom section about the low income housing.
