I am looking for E&O for one attorney , specifically a claims made policy, not a claims made and reported policy. Does anyone know of a carrier in California?

If you're contract with The Hartford, they have an online app system for this risk.
Zurich has one, too
Also, AJWayne in Chicago (Drew Kelly) is a good source for E&O of all types
