National Indemnity Ins Co of the South writes rental car companies, we broker through Southern Insurance Underwriters out of Atlanta, GA. Not sure if they write in NY, but work a try.

Lancer Insurance will write car rental of any size (no minimum premium) and in any state. They do write start-ups and will look at business from any retail agent/broker. Unfortunately, they won't write high-end or exotic.

For high-end vehicles, small accounts, you could try GMI (an MGA), 1-800-722-3229.
