Taxi Cabs or Black Car operations
Fleets of Independent Operators whose only common denominator is a dispatcher
Seasonal operations with large fluctuations in fleet size and the hiring of new personnel
Employee Haul operators

New Ventures:  New Ventures are prohibited unless they have been driving for another company for at least one (1) year and are starting on their own with two (2) or fewer vehicles and no intentions of growing the business for at least the first year in business.
