Underwriting is guided by payroll, property values, claims history, and vendor exposures. For Workers’ Compensation, the program requires a minimum premium of $1,000 based on total payroll. Note that Workers’ Compensation is not available through this program in monopolistic states (North Dakota, Ohio, Washington, Wyoming); other lines of coverage may still be placed depending on market availability in those states.
