Property & Casualty  Need market for Inland Marine Equipment Coverage for barge job on the water

We have an insured that will be a sub contractor on a barge job. The insured will have one employee operating a track-hoe on a barge for approximately three weeks. They will be digging a ditch from the bank out about 150 feet in the river and then covering it back up once in place. The piece of equipment is currently insured but there is a water borne exclusion on the policy which the carrier is not willing to remove. Anyone know of any markets without this exclusion? I know there must be markets out there without the exclusion as there is a lot of equipment used on water, but just not sure where to look. Thanks in advance!
