It looks like we do not have any direct relationships that could help cover an owner-builder, but we are confident that the agent community will step up and help you find the right market for your client. 

However, I did locate a company, Gladius that writes home builders insurance in California. I suggest sending them a submission by clicking here. Perhaps they can point you to the right direction.

If he is building the building for himself - why do you need any products/completed operations? He will not be suing himself. I would just get a premises only liability policy excluding PCO. I am sure it will be cheap.
