From our experience, Beacon Hill does well in this space, and Jennifer Kessel is great to work with-- so you have two solid options there.
If the leads earlier don't work out, I think you can also access The ACE TankSafe Program, which has some good features as well, via UsAssure.

Thank you for the compliment Rex! USG actually purchased the US Assure Tank's book of business effective 8/1/15, so we now manage the Ace TankSafe Program! If it doesn't fit in that program, we also have additional options through other markets.
