Hi Helen:
Like yourself, I am an insurance broker (retail). I write a lot of small household movers. Household movers are typically classified under the truckers liaibility class code...same code that your client will use. In my experience, the best carriers for truckers liability are either Burlington (aka Guilford on the east coast) or Scottsdale. Burlington has a couple of endorsements that can be easily added on that will provide limited coverage for property damage while loading or unloading the goods that are under the insured's care, custody, and control. Your insured will also need to get a motor truck cargo policy. It will be necessary to get the DOT permit from the State of Virginia (or whatever state the insured is located in). I usually write the GL for truckers through Burns & Wilcox or Bass Underwriters. The cargo coverage would be a separate policy. Hope this helps.
