Most carriers will not do WC on a new contractor without 3 years of loss runs, did you try NCCI, not sure if they are in Montana or not.

If the owner has the experience, the PEO may be his best option. He'll have comp, HR assistance, free EPLI coverage in most cases, payroll service and pay as you go with little or no deposit and no audits!
