Overview — Access E&S Storage Tank Insurance
Access E&S Insurance Services offers a tailored Above & Underground Storage Tank pollution liability program for property owners and operators who need environmental protection beyond a general commercial policy. Owners and operators can be responsible not only for third-party bodily injury and property damage but also for investigation, cleanup and ongoing monitoring costs required by federal and state environmental authorities. Our program is designed for E&S placement and provides flexible limits and coverages through various surplus lines carriers.
Ideal Accounts and Target Classes
This program fits routine tank owners and operators with typical storage exposures. Common classes we write include:
- Gas stations and convenience stores
- Universities and schools
- Golf courses
- Car dealerships and fleet operations
- Hospitals and medical campuses
- Hotels and multi-family properties
You might have a client who discovered a small leak during a tank upgrade or a university that operates a maintenance garage with fuel tanks — those are examples of accounts that frequently qualify for this program.
Coverage Highlights and Advantages
- Third-party bodily injury and property damage from a covered release
- On-site and off-site cleanup, investigation and corrective action costs
- Coverage for spills during loading and unloading
- Scheduled UST system releases
- Flexible policy structures through a panel of E&S carriers
Policies vary by insurer. Access E&S works with you to match the applicant to carriers that offer the coverages and limits suitable to the exposure.
Underwriting Notes and Minimums
Underwriting is risk-based. Common factors reviewed include tank type (aboveground vs. underground), age and condition of tanks and piping, spill history, prior remediation, environmental controls (overfill protection, leak detection), and operator practices. Minimum premium and terms vary by carrier and by state — please disclose all known releases and any environmental reports on submission.
Please note: An EIL policy for clients who own or operate an underground storage tank is highly recommended in addition to UST coverage, since a UST policy typically only responds to corrective actions required by applicable cleanup laws.
Territories, Placement and Licensing
This is an Excess & Surplus lines program and is currently available in: AZ, CA, CO, NV, TX, and WA. Access E&S places this product through various non-admitted carriers — contact us for state-specific eligibility and surplus lines filing requirements.

Frequently Asked Questions
What types of accounts are a good fit for this program?
Typical fits are gas stations, dealerships, universities, golf courses, hospitals and hotels that own or operate aboveground or underground tanks. We prefer accounts with routine tank maintenance, documented leak detection, and no recent uncontrolled contamination events.
Is an Environmental Impairment Liability (EIL) policy required?
We recommend an EIL policy in addition to UST coverage. UST policies often focus on corrective actions required by cleanup authorities, while an EIL policy can provide broader third-party and first-party environmental protection.
What submission information do you need?
At a minimum, provide a completed application, tank inventory (type, age, capacity), maintenance and leak detection programs, any environmental reports or remediation history, and loss history. More documentation may be requested based on the account.
Are limits and minimum premiums fixed?
Limits, retentions and minimum premiums vary by carrier and by state. Access E&S will shop the account across our carrier panel to find appropriate terms; we do not publish fixed pricing.
