Hi Jeff,
Depending on your part of the country, I've had good success with National Indemnity on these smaller tow truck operations.
Check with the MGA"s "Johnson & Johnson" for Southeast, Middle Atlantic, and "Southern Insurance Underwriters" if you are in Southeast.
They typically provide a good product, including filings, for less than Progressive.
