I can't find a contact number for the independent side? It's for the state of Arkansas.

Usually the insurance companies that you deal with have to approve. If using as an out of state or independent - go to that states web site for the "insurance department". They should have pretty easy directions...

Go to NIPR..com and get appointed with any state that you want to get licensed. Then the carrier will have to appoint you for that state to write business.
