I've got an insured with a 20,000 gal fuel tank in FL that's out of service and the state's requiring he have coverage. After approaching all the big players in pollution & storage tanks I still have yet to find a market. Anyone have any ideas?

I've approached AIG, Westchester, UCPM, Phly, Tokio Marine, and Berkley. Markets I believe left to approach are Colony, Seneca, Liberty, and last resort Prime.
