Teen Challenge plans 94-bed facility for women and children The City Council approved conversion of the former Baker Brothers furniture store on Brennan Street into a rehabilitation center and 94-bed shelter for women and children. "I live next door to a Teen Challenge facility, and they've been nothing but good neighbors," said Councilman Daniel Dodge, joining a 6-1 majority in the approval. The city Planning Commission unanimously approved the Teen Challenge Monterey Bay's shelter proposal in May. But lawyer Timothy Walsh, whose firm rents a neighboring office, appealed the decision, citing parking concerns. With a school, strip mall, offices and homes, the neighborhood is a congested area with an existing parking problem that would be made worse by the shelter, Walsh said. Several neighbors agreed, including a woman who said parking is so tight, people leave their cars in her driveway. The project, which only identifies 18 parking spaces for its use, doesn't meet city regulations that mandate at least 36, and possibly as many as 55, he said. Officials can't ignore the rules just because the project may offer a beneficial service. "This is not about challenging Teen Challenge. I'm sure they are a wonderful organization and helping people," Walsh said. "The Planning Commission simply can't ignore city regulations dealing with parking." But planner Keith Boyle said city regulations do allow parking requirements to be cut in half if the building is used for transitional housing. Boyle also said the city only has a chance to weigh in because the use departs from commercial zoning. If a more intensive retail business moved into the building, the city would not be able to stop it. "From our perspective, this is one of the better opportunities not to impact neighbors," Boyle said. Mike Borden, Teen Challenge executive director, urged the council to uphold the planning commission's decision. He said the nonprofit has operated similar facilities in Watsonville for 27 years without problems, and it is providing vital services to a vulnerable population. Borden also said the facility would not need much parking in any case. Residents involved in the rehabilitation program are not allowed to have cars, and shelter guests don't typically have the finances to own vehicles. "The best way to see if we are going to have a negative impact is to look at our record," Borden said. "We're very careful and concerned about our public image, and we are a contributing member to this city and to this county." Councilwoman Nancy Bilicich, citing concern over possible litigation, wanted to resolve issues before the project moved forward. She voted no. When it comes to workplace safety, have you considered the company parking lot or garage? Your workers use it at least twice a day to stow and shelter their vehicles, but beyond that it's fairly invisible. A closer look reveals that predators might easily be lurking there. To minimize this threat, experts recommend ensuring that workers (as well as visitors) take these precautions: Stay alert for cruising vehicles, whose drivers can stop suddenly and jump out to rob or assault you. If you're using a parking lot, park near the building in a visible, lighted area. In a parking garage, park near the parking attendant (if there is one) or near a well-lit exit. Women should avoid using stairs and elevators, if possible. Use the main exit/entrance rather than a side or secluded one. Lock any valuables (including GPS, shopping, other bags, etc.) out of sight. If you're walking to your vehicle after hours, ask a co-worker or security officer to accompany you. If you have to walk alone, ask someone to watch from inside, if possible. Turn around frequently to make sure you're not being followed and pretend that you're waving to someone ahead to give the impression you're not alone. Don't talk on your cellphone or listen to music with ear pods -- predators are looking for victims who seem distracted or unaware. Have your car keys and personal alarm or whistle ready as you approach your vehicle. If someone nearby looks suspicious, keep walking and get to a safe place where you can call for help. Before you unlock the door, take a good look around, inside, and behind the vehicle. Once you enter the vehicle, lock all doors promptly and keep your windows up until you've exited the lot or garage. Words to the wise.

When an emergency (anything from an explosion to workplace violence) strikes your business, taking the wrong action can result in confusion, damage, injury -- or even death. That's why it's vital to have a comprehensive plan for dealing with different types of mishaps. For example, in the event of a tornado, you'd want to have your workers sheltered in a safe place inside your facility. On the other hand, in a fire, you want them to be able to flee the building quickly and safely. The type of building might be a factor in your decision. Most modern factories and office buildings have steel frames, which means they might be more sound structurally than small business premises. However, a major earthquake or explosion will affect nearly every type of structure; some buildings will collapse, while others will be left with weakened roofs, walls, or floors. Consider both emergency situations that would require evacuation and those that would indicate the need to stay put, and plan accordingly. For example, what would happen if a part of your facility caught fire? Suppose there were severe flooding in your immediate area? How would you respond to a chemical spill? What would you do if an ex-employee with a gun was threatening your workers? Certain natural disasters, such as windstorms or large-scale chemical or biological releases outside your facility call for "sheltering-in-place" (selecting an interior room or rooms, normally with no or few windows, and taking refuge there). In many cases, local authorities will issue advice to shelter-in-place via TV or radio. Designate a safe haven, or havens, inside your building for employees until the danger has passed. Hold shelter-in-place drills, as well as evacuation drills. If any employees need to stay behind in an emergency so that they can shut down certain equipment or perform other duties, your action plan should set out detailed procedures for them. Make sure that these workers are able to recognize when to abandon the operation or task and evacuate before their exit path is blocked.
